There are many languages in the world that used to communicate each other such as Chinese, Russian, Spanish, French, German, Arabic, English and etc. English is the important one, as international language, means that people around the world use it for communication each other in the daily life for relationship of business, trade, education and etc. Speaking English is not something easy to do. There are still a lot of students who cannot speak English yet although they have been learning English for a long time. It seems that formal school cannot be the only place where the students can speak and master English. Realizing how hard to speak English is, a lot of students take some alternatives. One of the alternatives is joining English course.
The researcher chooses Descriptive Qualitative as a design of this research. Two teachers and a group of English course students are the subject of this study with number of students 20 students and also two teachers, who guided this group. In collecting the data, the researcher uses some techniques, those are: Observation, interview, and documentation.
IPB uses three strategies in teaching speaking in the first level. They are question answer, story telling, and game. The question answer activity is done by giving some questions to the students and the students have to answer the question based their own opinions. The topics of the question are various beginning from the simplest question such as personal identity, hobby, favorite food, ambition and etc to the harder question like their environment, their school, their country, and etc. Here, the questions used by the teacher are not only yes or no question but also informative questions. To improve their speaking skill, then the teachers use story telling so that they are brave to speak in front of audiences. In order that make the students are not bored and still interested in learning English, the teachers use games in the middle or in the end of activity. Even, the teachers sometimes use the games in the beginning of teaching and learning process to create a good atmosphere in learning.
The researcher concluded that the strategies of teaching speaking in the first level are question answer, story telling and game. These strategies have succeeded in making students speak up without any depressed feeling. This can be seen by their enthusiasm and activeness during speaking activity.
In learning speaking, students of IPB in the first level are faced by some problems, they are vocabulary and pronunciation, it because most of the students are not really enthusiastic to practice their vocabularies and pronunciation frequently and regularly out of class or what ever they are. The role of teachers here is needed to make the students get spirit in learning English especially speaking.
