Studying English is considered difficult for some reasons. From all four aspects, English speaking is the most difficult one. Speaking skill becomes a representation of student's success in mastering English. However, because it is difficult, when students are studying English speaking, they will experience a situation where they decend their speaking ability. That fact is caused by several factors, such as; less practice, less motivation, student's personality, student's attitude, less motivation, etc. Those factors are called causal factors, because it causes students' speaking ability becoming worse or descending. Moreover, this phenomenon mostly happens to FEC member, one of English club in STAIN. They recently descends their speaking abiJity because of some factors mentioned above.
This phenomenon makes the researcher interested to conduct an educational research aiming at analysing causal factors descending English speaking ability of FEC member, how those factors influence them, and how they overcome it.
This research uses Qualitative Approach designed by Descriptive Research Design. Interview and observation are choosen to be a main instrument, and documentation as a supporting instrument. For the interview, the researcher uses partially structured interview by asking prepared questions based on situation and condition of informants supported by checklist. There are 13 informants who descend their speaking volunteering to be interviewed in depth. Those informants are from 29 active members of FEC asked to answer questionnaires and interview from total 84 members in 2016. They are from different level; from mentors, advance level, and beginners. Besides, he also uses observation by directly observing FEC member activity. Then, be also uses documentation by collecting pictures, recordings, interview transcription, notes from observation, and some important document related to FEC.
From the result of research, the researcher finally found kind of causal factors descending English speaking ability of FEC members, how those factors influence them, and how they overcome it. There are six causal factors mostly choosen by FEC members. They are less motivation, less practice, joining English club, less self-confidence, personality and lecturer's proficiency and expertise. Less motivation is mostly choosen, because it determines their effort and desire whether inside or outside themselves. It influences their speaking ability descending because their friends insist them when they speak English. Besides,
they are also too lazy to improve their speaking. To overcome it, FEC members have some ways to do, such as: practicing, joining English club, thinking about grammar, trying to use English in everyday conversation , remembering new words and developing vocabulary , and l istening in English (audio and video).
Last but not least, from this research, the researcher suggests FEC members to share their difficulties that they face in speaking to seniors or other members, thus they can give them solution. Besides, the researcher also suggests English teacher or lecturer especially in STAlN Pamekasan to give students more motivation to speak English. In addition, because this researcher is not the perfect one, thus the researcher suggests further researcher to observe about the same topic by different approach.
